QME, AME, and IME Evaluations

 Dr. Mendonsa is a California-certified Qualified Medical Evaluator (QME) and conducts psychological medical-legal evaluations in workers’ compensation and related matters.


His QME, AME, and IME work may address questions involving:


  • Psychological and substance use diagnosis(es) 
  • Industrial or work-related causation 
  • Contribution of occupational and nonoccupational factors 
  • Functional impact 
  • Treatment history and treatment necessity 
  • Current and future treatment needs 
  • Prognosis 
  • Apportionment and Almaraz-Guzman analysis
  • Work-related psychological functioning 
  • Review of prior evaluations and medical-legal opinions 
  • Other psychological issues within the authorized scope of the evaluation 


As a QME/AME, Dr. Mendonsa may be selected through the California workers’ compensation process to provide an independent medical-legal opinion. He is also available to serve as an Agreed Medical Evaluator (AME) when jointly selected by the parties and as an Independent Medical or Psychological Evaluator for insurers, employers, agencies, attorneys, and other authorized referral sources.


Each evaluation is structured around the specific medical-legal questions presented. Dr. Mendonsa reviews the relevant records, conducts an appropriate clinical and forensic examination, uses psychological testing when indicated, considers competing explanations, and prepares a report that clearly explains the basis and limitations of his conclusions.


His objective is to provide a neutral, well-supported opinion that is clinically informed, responsive to the referral, and understandable to both clinical and nonclinical readers.
