Dr. Andrew Mendonsa is a clinical and forensic psychologist, expert witness, Qualified Medical Evaluator, behavioral health consultant, professor, and executive leader with more than two decades of experience across psychology, law, healthcare, public systems, and organizational leadership.
His work sits at the intersection of clinical practice, forensic evaluation, medical legal assessment, regulatory consultation, and behavioral health systems. He is retained by attorneys, courts, agencies, employers, licensing boards, healthcare organizations, claims professionals, and other decision makers to clarify complex psychological questions involving diagnosis, functioning, risk, impairment, professional standards, treatment needs, and organizational responsibility.
Dr. Mendonsa brings a broad and practical background that includes:

He also serves as an Assistant Professor of Practice at the University of the Pacific and as Training Director for the Brain Health Training Program.
His consulting work includes regulatory compliance, accreditation readiness, licensing support, quality assurance, organizational risk, professional standards, clinical governance, and behavioral health program consultation. He has worked with organizations navigating DHCS, DMHC, ODS Medi Cal, Medicaid, Joint Commission, public systems, licensing boards, and other oversight environments.
In addition to his forensic, consulting, academic, and executive roles, Dr. Mendonsa continues to provide direct psychological care. Maintaining an active clinical practice keeps his evaluation and consulting work grounded in the realities of diagnosis, treatment, documentation, patient care, functional impairment, risk assessment, and clinical decision making.
