Dr. Andrew Mendonsa provides psychological evaluation, consultation, and documentation support for disability, workplace accommodation, medical leave, and functional impairment matters. His work helps individuals, attorneys, employers, human resources professionals, claims reviewers, and organizations better understand how psychological symptoms may affect work functioning, daily activity, treatment needs, and reasonable support planning.
These services may involve ADA accommodation requests, California FEHA related accommodation issues, FMLA documentation, disability claim support, workplace functioning concerns, return to work planning, fitness for duty questions, and independent review of psychological impairment or accommodation needs. Dr. Mendonsa’s role is to provide clinically grounded information regarding diagnosis, functional limitations, treatment considerations, prognosis, and the relationship between psychological symptoms and work demands.
Dr. Mendonsa does not make the final legal, employment, or benefits determination. Employers, agencies, insurers, courts, and other decision makers determine eligibility, entitlement, approval, or denial under the applicable law, policy, or plan. His role is to provide objective psychological analysis and documentation that is clear, clinically appropriate, and responsive to the referral question.
Psychological conditions can affect attention, emotional regulation, communication, stamina, stress tolerance, social interaction, concentration, attendance, sleep, executive functioning, and the ability to perform essential job duties. When symptoms create functional limitations, a carefully developed accommodation request can help clarify what support is needed and why.
Dr. Mendonsa may assist with accommodation related matters involving:
• ADHD and executive functioning challenges
• Autism and neurodivergence
• Anxiety, panic, and trauma related conditions
• Depression and mood disorders
• Occupational stress and burnout
• Psychological effects of medical illness or injury
• Cognitive, emotional, or behavioral limitations affecting work
• Need for schedule modification or protected breaks
• Reduced distraction or sensory modified work environments
• Remote work or hybrid work recommendations when clinically appropriate
• Modified communication, supervision, or meeting expectations
• Leave as a possible accommodation
• Return to work planning following psychological leave or treatment
Accommodation documentation is most effective when it explains the functional limitation rather than merely listing a diagnosis. Dr. Mendonsa focuses on how the condition affects work related functioning, what supports may reduce impairment, and whether the requested accommodation is clinically connected to the identified limitation.
Dr. Andrew Mendonsa provides independent psychological evaluations, record review, and second opinion consultation for veterans, attorneys, advocates, and other authorized referral sources involved in VA disability and related mental health claims. His work may involve review of Compensation and Pension evaluations, VA treatment records, service records, private treatment records, rating decisions, lay statements, prior psychological opinions, and other materials relevant to the veteran’s claim.
These services may assist in matters involving PTSD, trauma and stressor related disorders, military sexual trauma, depression, anxiety, adjustment disorders, substance use concerns, psychological effects of medical conditions, functional impairment, occupational impact, and secondary mental health conditions. Depending on the referral question, Dr. Mendonsa may evaluate diagnosis, symptom severity, service related psychological factors, consistency of the available records, treatment history, functional limitations, prognosis, and the relationship between psychological symptoms and military service or service connected conditions.
For attorneys and veterans, Dr. Mendonsa may provide:
• Independent review of VA C&P mental health evaluations
• Second opinions regarding diagnosis, impairment, and functional impact
• Psychological evaluation for VA disability related questions
• Review of PTSD, MST, depression, anxiety, and trauma related claims
• Assessment of occupational and social impairment
• Review of whether prior opinions appear adequately supported
• Identification of missing records, inconsistencies, or areas requiring clarification
• Consultation regarding psychological evidence in appeals or disputed claims
• Independent written opinions when clinically and professionally appropriate
• Rebuttal style review of prior psychological opinions or C&P findings
Dr. Mendonsa’s role is to provide objective psychological analysis, not to guarantee a particular VA rating, benefits decision, or legal outcome. The VA, Board of Veterans’ Appeals, or other authorized decision maker determines service connection, disability percentage, effective date, and entitlement under applicable law and policy. Dr. Mendonsa does not replace an official VA ordered C&P examination unless specifically authorized through the appropriate process. His independent work is designed to clarify the psychological evidence, identify clinically significant findings, and assist veterans, attorneys, and adjudicators in understanding the mental health issues relevant to the claim.
Disability related psychological evaluations require more than confirming that a person has a diagnosis. The central question is often how the condition affects functioning, whether limitations are supported by the available information, what treatment has been attempted, what improvement may reasonably be expected, and whether the reported limitations are consistent with the clinical record.
Dr. Mendonsa may evaluate disability and impairment questions involving:
• Psychological injury and emotional distress
• Functional impairment related to mental health symptoms
• Occupational impairment
• Treatment history and treatment response
• Symptom severity and stability
• Prognosis and future care considerations
• Ability to return to work with or without restrictions
• Need for continued leave, reduced schedule, or modified work duties
• Independent review of prior disability documentation
• Consultation regarding claims appeals or disputed disability findings
Depending on the referral, the evaluation may include clinical interview, record review, psychological testing, symptom validity assessment, collateral information, functional analysis, and review of job demands or essential duties.
Dr. Mendonsa also provides independent review and second opinion consultation in disputed accommodation, leave, disability, or workplace functioning matters. These cases may involve disagreement between an employee and employer, questions about the adequacy of documentation, disputed work restrictions, concerns about malingering or exaggeration, unclear causation, or conflicting professional opinions.
Independent review may address:
• Whether the documentation supports the claimed limitation
• Whether the requested accommodation is clinically connected to the limitation
• Whether alternative accommodations should be considered
• Whether symptoms appear consistent with the record
• Whether treatment history supports the stated impairment
• Whether return to work planning is clinically appropriate
• Whether additional information is needed before a decision is made
• Whether a prior opinion appears adequately supported
Dr. Mendonsa approaches these matters neutrally. His conclusions may support, qualify, or fail to support the requested accommodation, leave, or disability claim depending on the evidence available.
Employers and organizations often need help understanding psychological documentation, functional limitation language, accommodation requests, behavioral health concerns, and return to work issues. Dr. Mendonsa provides consultation to help organizations respond thoughtfully, consistently, and in alignment with clinical realities and professional standards.
Organizational consultation may include:
• Review of mental health accommodation documentation
• Consultation regarding workplace functioning concerns
• Clarification of psychological terminology and limitations
• Guidance regarding return to work planning
• Support in evaluating whether additional information is clinically needed
• Consultation regarding fitness for duty or safety sensitive roles
• Review of policies involving disability, leave, and behavioral health
• Training for leaders, human resources teams, and clinical administrators
• Independent evaluation of complex or disputed workplace concerns
Dr. Mendonsa does not provide legal advice. Organizations should consult employment counsel regarding legal obligations, interactive process requirements, employment decisions, and compliance with applicable federal, state, and local laws.
